And the security guy didn't have the authority to impose fines. So they weren't "caught" basically, there were no inspectors or transport police or whatever on their way

In the UK you usually just have to buy a ticket, only because there's been so many cutbacks that the chance of there not being a ticket office open on the station you came from is quite high, the conductor who checks tickets on the train can also sell you a ticket, they are supposed to fine you but they never do, if you are only going a few stops there's a good chance they won't make it to you in time and you can ride for free.
