I think he concluded it based on the character kit/skill description which is quite reasonable. We don't really know the actual performance yet, all his points are valid if it is based on the cbt. For me the best pick is Pistol > Sword > Rectifier/Gauntlet > Broadblade. Why is a pistol the best pick? The reason is simple, there is no other pistol that can provide team buff which makes it the most valuable weapon to pick. Since most pistol users main damage comes from their core/forte which is resonance skill damage. 4* Pistol-Thunderbolt will be the main choice if you want to make them as DPS characters. Why you should choose a sword? The reason for you choosing a sword is on the crit rate sub stat. And it is very universal since most sword users are quite compatible with it. (Very f2p friendly choice) But other 4* sword options also good for them, which makes it less priority than pistol. Why Rectifier/Gauntlet on the same priority? Because it will be a niche pick, it will be more useful only if you have Encore (Rectifier) and Lingyang (Gauntlet). But still there are another 4* options for them. For Yinlin, her signature still the best. Not worth it if you want to make this as her budget weapon, better use 4*. Why is broadblade on the lowest priority? This game still doesn't have characters that deal resonance liberation damage. Jiyan mostly deals heavy damage while Calcharo damage calculation is pretty 1:1 with the input (only S6 passive and evasive attack during resonance liberation deal resonance liberation damage which is not very impactful to use on him). Yeah, you can use it on Taoqi (if aim for burst resonance liberation damage) but i think 4* broadblade-Autumntracer is still the best option for her.

While I do get where you are coming from, I didn't intend to delve into that level of theorycrafting just yet, when I said a weapon was BiS for a character it was indeed backed with info from beta testers and the thing is in WuWa calcs can vary depending on how well you play so sometimes the best weapon for a character might not work as well if you can't adapt your playstyle to it, the game isn't out yet so I wanted to keep this guide as simple and general as possible
