I would however argue that has nothing to do with Trump being stumped by the question. Trump has stated that our Government is full of bad negotiators, Republican and Democrat. The budget deal proves that the Republicans suck at negotiation. Now if you can out negotiate people that suck at it, that only means you may suck at it a little less.
