In pretty sure, in the even older olden days, stamps were used as proof that you payed taxes on whatever goods you were in possession of and/or delivering. Which eventually evolved into putting it on mail as proof that you payed the taxes to use the mailing services. Could be wrong but pretty sure thats how it goes

What is the difference for speedrunning in a jap cart?

For 102%, the Japanese version allows you to do a particular damage boost in Windy Well that wouldn't be possible on the English version. I made a video on DKC2's version differences a while ago in which I do mention the benefits of running this category on this specific version of the game, you should check it out! Also the word you used is a slur, so be mindful of that in the future.
