This is tricky. On one hand, the (past) troubles have made security harder to determine. On the other hand, the best way to get over the troubles is to normalise daily activity. I really can't understand what this individual is playing at. If he tried the same tactic with the French gendarmerie or the NYPD he would get short shift. Probably thrown in a cell and charged with obstruction or gathering information likely to be of use to criminals of one kind or another. While l recognise that police are sometimes imperfect in their dealings with the public hanging around a police station with a camera phone is not a good idea and in some parts of the world would land you in very serious trouble.
