Most of the projects he is talking about e.g roads, education, sgr, Jkia etc are Kibaki/raila project that are also in the vision 2030 doc. These projects were already underway, fully funded and some like the jkia project was 87% by the time they took office. Jubilee projects are the 5 stadiums, laptops, huduma centers etc. feels like they are also "grabbing" projects.
