Because if you're thrown in hell before coming to the world you'll say God is unjust and you haven't done nothing wrong.

So then you have no excuse at the day of judgement and say "o Allah you threw me in hell but haven't gave me a chance in this world you to prove you I can do better" And God is known to be the "all just"
