Assuming a car could go this fast, I guess we can leave our imagination run a bit wild, in which case if the policemen were to posses quantum spin, they would be able to see in all directions at all times, hence detect the movement of the object. Plus, they would be spinning at about 1 million times the speed of light, so everything would look really slow to them.

I can however recognize the licence plates right away because they annoyed me so much playing the game. I would assume it's because the dev thinks he's funny, but I don't really see it. Floating Point is a data type, not some type of runaway scenario. In reality what's likely going on here is that the object in the game engine is going faster than the refresh rate for the soft body physics engine. As much as the game seems realistic, the physics calculations have to be constrained to a refresh rate, or time period where data is polled, then used to calculate the changes in the bodies that are effected. When the object goes over a certain point it's likely traveling at a speed above the developers intended the engine to be used at. Which makes sense as it's a car game, so speeds above 200-300mph aren't realistic. The reason for the polling period to be lower is for system performance, doubling the refresh rate of the physics engine literally doubles the computational workload of the game, making it out of reach for most players. When things happen too fast for a given polling period you likely get overflows or out of bounds conditions that aren't protected in the code. So textures and wire frames are no longer constrained and simply do completely unexpected things. Hence the crazy explosions where the textures go flying with no practical sense. This if course could be mitigated if the boundaries were increased for the physics simulation. Pretty much everything I mentioned also applies for the wire frames and textures clipping through other objects as well, so that likely is occurring too.
