You can certainly use cheats in Forza Horizon, the anti-cheat doesn't look when you're playing against AI. All this guy's videos look like modified acceleration and weight, and the AI drivers are wearing lead shoes from the low difficulty. These are also custom tracks, which makes them easy to show off on the straights. During those intro drifts that peel should have rolled over.

It’s AI usually don’t go far because otherwise they’d have to render the whole map on your pc and do all the computations, would make your pc slow, so the game literally pauses the aAIs at some point
