5:13 aka the leader of tavinta saw the elfs could possible get to and free her so in a panik he decided to kill her quickly to make sure that she wouldnt escape, better to be safe than sorry and if she was to get free they could actually lose the war.

I still agree with Tevinter the other nations should have banded together and attacked par vollen, signing peace accords just gave them time to build their religion doesn't allow for peace forever.
