It does activate when he sidesteps, says it in his kit. However, you are right that it doesn't activate if he is in a strike or blast animation

Don't see the need of whis really since Hit doesn't get hit time skip gauge that often in a match, so it's not hard to save one for him and he gets one the first time it fills.

Why am I the only one who get 90% of the time a bot in treasure battle. When I have secured my god rank in PvP if I want to play treasure battle I almost can never find any real player it's so annoying, especially when the game isn't even trying to match me with someone as it gives me a bot within 1 second of "searching" 🙄🙄

probably something between 5-7. yeah his time skip and damage is broken and all. but he seems to have one of the least special kits out of all summonable ultras. and his unique “broken” ability which is the time skip can be easily prevented by just a tackle or a single blast. which leads you to lose in some situations.
