I really enjoyed the code legal segment. Sometimes we forget how much of our lives are shaped by the legal code, it's helpful to have that to draw on for game play.

Vampires in Waterdeep. Interesting, I have feeling this could be explored in DCA at some point. The Code Legal is also fascinating.

Or it could have been explored in the module that is also supposed to be a sourcebook for Waterdeep. Very little of the actual shops and streets are fleshed out . And there is maybe a page of sample NPCs for thr guilds and shops.

An interesting additional aspect of the Legal System of Waterdeep described in the book "Blackstaff Tower" by Renaer Neverember (who also appears in Dragon Heist) is that any citizen of Waterdeep (keyword being Citizen) who is charged with a crime can request having an audience in private with the Open Lord of Waterdeep to plead their case. The thing about this is that just like the Masked Lords can overturn a ruling by the Magistrate, the Open Lord can overturn any other rulings or give out pardons as they deem it fit. This right of the citizenry is presented as being something implemented into the city's laws by the first Open Lord, Ahghairon himself.

What mecanics would you link with a flogging and hard labor ? Exhaustion ? Temporary Constitution point loss ? Something like a weaker version of the bane spell like -1d2 to attack and saves ?

Huh never thought much of a Vampire in waterdeep. Mayhaps my players will get on their bad side after the vault of dragons
