Group incentives was sucessful in relay assembly test then why did it fail in bank wire

in relay assembly test it was not about group incentives just that homegenous environment was created. And even after reversal nothing changed. It was inconclusive as productivity was increasing even after reversal of conditions. Where as in bank wire target and incentives were there for group so out of fear for individual their productivity got affected intentionally
