I feel like the Despicable Man is still someone's office assistant or lieutenant. Something about him still being a "minion" instead of the final boss just makes him feel that much more intimidating given the sheer presence he has. Like "HOLY SHIT, this guy's only the villain's assistant!?!?!" (Also that kinda makes it tie into the opposite of a minion prompt. The minions are assistants that are super cute, nice, rambunctious, and they're kind of bad at their job. This guy is extremely unsettling, cold, reserved, and always gets the job done. He's like a force of nature and when you give him a task, you turn your head to look at something and when you look back he's already done it. You have no idea how he's done it, and he doesn't say anything... but it's been done.)
