I saw this movie three times in total and I'm not quite sure about your take on the ending scene. I guess I always assumed "cersei" was bluffing and being just weak on her own without her gang, thus Dredd's action in just throwing her down the building as well as his reaction to nothing happening was natural. I do agree with your take on dredds radio chatter with hq, though, so that is entirely fair. Maybe I need watch the movie a forth time and pay closer attetion next time...
