Slight correction, the earliest you may actually get it is at the Equipment seller after meeting the American Colonel. My latest video on Morphine shows exactly where!

Sorry, I should have thought to include a section on this. I'll make a video giving a walkthrough but the earliest you may come across it will be when the handyman in Slavs Bay wants you to get parts for him. When you get to that warehouse, you'll also free a guy named Vincent. You can then go to both Vincent at his hideout or the Handyman and give him the parts, both will then sell you the water bath. In my case, going to Vincent also progressed the technology quest to find new providers of lab equipment. Hope that helps!

The drug dealer lockers in Paradise Peninsula are staffed by employees from the Gulf (and the 4 assigned regional locations), which should not be affected?
