The reason why the state of Maharashtra in India watches you the most is because the city of Mumbai is located in it which has the second highest population after Delhi and a high number of people speak English there

Drew, you can actually cancel an attack or a navial invasion by clicking the red x next to the number of troops you send, they're on top of the screen for PC, and the top right corner on mobile

I noticed in most (80%) of European map game. Somebody forms the roman empire in top 4-5. I think it's unintentional because of the maps geography.

It all depends on what you mean by a "country". You might be able to put a board stating "Country of Druu" in your land. You might even be able to fly your flag in your land and issue a currency [as long as it doesn't imitate currencies of other countries]. You could give yourself a title too - Monarch of the Kingdom of Druu.

Maharashtra is a very developed state especially Mumbai, Pune, Nagpur, Nashik Sambhajinagar etc. thus more people have access to internet and better education to understand English. Also 2nd largest state in population.
