Rocketdyne (a subsidary of Rockwell Internationl) tested rocket engines for decades at Santa Susana mountains, which is no more than 8 to 10 miles from populated Woodland Hills and Chatsworth. Engines were always mounted horizontally facing towards the mountains or towards the earth, just in case something failed. Never mount any test subject vertically on a launch pad. It's simply irresponsible management and practiclly professional maddness. 😢 Murphy's law: When something can fail, it will fail !
