why viktor is this bad, the shields give him some durability, can not survive the lane without defensive boots, and his damage and range are so underwhelming compared to other mages but this is my opinion, do you feel like this?

I agree w everything but the boots thing, as long as you play it right you'll be fine. Right now Vik is just matchup dependent

Because mid meta is a bunch of mids that don't want to interact with you at all; they just want to shove the wave from 2 screens away and leave. Viktor's ability to match them comes online relatively late, and Viktor as a champ really wants to dominate the early 1v1. So, when there is no early 1v1 and they're shoving you under turret forcing you to stay mid, you don't really get to do anything until you get your E upgrade and can start matching them, but at that point your team has been playing a 4v5 for 8 minutes or so and there's already been at least 2 teamfights and 2 sidelane ganks from enemy mid.
