Well to be fair those are dreamlight shards not dreamlight. Although as you stated by collecting dreamlight shards you can convert it into dreamlight but it is not recommended since its required in some quests, so disclaimer. You are correct though that the duties are essentially your best bet to gain dreamlight fast as it is needed to unlock biomes and realms.
