With the rear panels on my Prius bumper sagging this is a video of me installing an easy 'fix' from Japan, basically a couple of aluminium brackets with a 90 degree fold & a notch in them that you could probably make yourself in hindsight! I got them from the link below. I bought them from a buyee site then had to pay for them to be posted separately as I paid for the bracket then had to pay for the shipping?! There may be other sources out there...

Just take a hair dryer and heat up the wilted tab and straighten it up. Let it cool. Lift the panel in position and screw it together, and you are done.

Need that stuff was tempted on using double sided tape but this is a better idea

Did you only have to remove those 2 bolts in the wheel area? Not the ones underneath?
