Not everyone eats pork, so beef is a suitable substitute. I will try this with ground Turkey or chicken next, but may use more spices to compensate.

Do I have to deep fry them?

You don't use beef mince for scotch eggs you use sausage meat which is pork don't me wrong it look OK
