I think the trend of globalization in the past 200 years, though partly enabled through imperialism, would have led to the spread of cultures globally. I'd choose to look at the legacy of the freedom of press and speech, laissez faire business environment, and rule of law all from the British as "positive externalities" amongst a sea of dehumanizing policies and social prejudice.

The most you could say is that it was popularized by the Irish and the Scots in the contemporary context but even they have been the subject of English colonialism. It is not even technically a distinctively Western instrument per se by any stretch of the imagination so stop saying it is a product of colonialism to give the morons any pretext to ban it.

The parts of the British culture that have been accepted into HK culture will be their culture. 99 years of cultural separation doesn't go away and you can't just forcibly purge something that was essentially their culture for nearly a century. It would be wise to just accept that HK will never be (fully) Chinese culturally and will be its own unit from the mainland.
