you cant just "port" something from a mobile game to a console/pc game, the mods are just faithful remakes (and of course the best looking ones are from unleashed)

They are straight imports from legends, there's a reason why the opponents that are being ulted against looks weird as if they were not animated its because in legends, characters that dont appear onscreen during the attack has no animations and their models just stay still since legends' ultimates tend to be more dynamic and reliant on cameras while xenoverse is more like a polished kind of animations that dont really rely on camera angles to sell the impact of the attacks. The best example is shallot's rising rush attack on this video.

Yes it's part of Dexio's "reworked skills pack 1" which released around 5 months ago you can get it by becoming his patron, and watch the showcase on his yt channel
