Say the recliner does not even value his reclining and is indifferent between reclining and not reclining. But what if he will recline anyway because he knows he has the right to, and the other person is likely to value their reclining and therefore the recliner can extract a payment from the person behind him. Obviously this is not optimal. How do we solve this?
