Dave scored a cheap non-working Stanford Research SR650 8 pole programmable elliptical filter on ebay. Can it be fixed?

The original heatsink is shown in this video. It also explains the missing nuts. So somebody had a go at that power socket module but could not figure out what the problem was. The unknown dodgy repairman didn't even bother to put the heatsink back on again. Good for the community, because it made some awesome videos.

I've actually had one of those power line filters explode in a Tektronix 2235A. I jumped in the chair and immediately ripped out the power plug. The whole room smelled like death afterwards. Opening the scope's case, the filter had spewed out some black goo. Replaced the filter and it now works beautifully.
