The Israel-Hamas war has meant Egypt has emerged as a vital regional actor, an essential mediator, and key access point for humanitarian aid to Gaza. Looking forward, Egypt’s role is likely to grow. As the world seeks to move beyond the immediate conflict, Egypt will be a vital conduit for reconstruction assistance and is likely to be a key guarantor of whatever political arrangement emerges in Gaza.
Please join the CSIS Middle East Program for a conversation with H.E. Sameh Shoukry, Egypt's Minister of Foreign Affairs, on the war in Gaza and its aftermath.
This event is made possible through general support to CSIS.

Egypt is in a very difficult situation, having to try to keep peace with all these people. I’m an American who has lived in Egypt for 17 years and I love Egypt. I have no idea how I would deal with all these different countries. Allah bless Egypt!

My heart sank when it was decided that nobody from Gaza could come to Egypt unless they had a foreign passport. 😢❤️🙏🏽😪

A framework for peace :- - there is a point of instigation - there are points of amplification - every side has what they consider the point of instigation and amplifiers. - what one side considers resistance is considered by the other as terrorism -what is considered by one side as a security measure is considered by the other as occupation and or oppression . - this is how the cycle continues to create new amplifiers . - the solution would be to derail the current amplifiers to a freeze then derail the rest of the amplifiers one by one reciprocally. - amplifiers don't have to be laid out all at once before moving towards a solution , as the movement occurs what each side considers to be amplifiers maybe subject to change as their perception of each other may change as well . - there are positions that are close and positions that are far ,the far positions are the spearheads of the conflict , thus the immediate objective should be to bring the far positions closer rather than to bring the close ones closer. Assumptions :- - Derailing an amplifier requires a change in mentality . - A change in mentality may change what either side considers to be an amplifier, - A change in the mentality would occur when supports for it on the ground are no longer existent . - The longer the period that the supports are non-existent the more potential of a change in mentality . - A change in mentality can result in a change in political positions . freezing of ceasefire conditions :- - both far right sides agree to limit their strategies to their own current territories and not outside . - both sides agree that there has to be a third party to record a break in the ceasefire like the UN observers , who will record it with undeniable evidence - Since there are extremists on both sides , both sides agree that if indeed a break in the ceasefire was recorded by the UN then the other side should have the opportunity to prevent the conflict by allowing the UN to investigate the incident with full cooperation and let the UN decide the perpetrator(s) of the incident and hold them accountable to the international court of justice with it's actions binding and if indeed binded by as determined by the UN then there would be no continuation of the previous strategy of both sides outside their current territories. derailing the amplifiers:- - a monthly referendum would be made on both populations to determine if both of them feel safe or not at danger by the other side , this would be the indication that would make both sides move in the direction of undoing the next amplifier determined by the other , then the process is repeated next month and not undone to the previous step unless the freeze conditions are broken . - as long as there is no population consensus on security on both sides then the freeze remains until it occurs . Phycological factors :- The fuel of the conflict is simply Israeli fear vs Arab indignation . Arab indignation creates what Arabs perceive as resistance , and Israeli fear creates what Israelis perceive as security measures. security measures perceived by the Arabs as subjugation/humiliation/occupation, while resistance is perceived by Israelis as terrorism/hate/jealousy. What started off as fear turned into arrogance due to Israel having to keep up its military superiority and what started as indignation turned into vengeance. So both sides eventually turned into the monster that the other side had projected , its a prime example of manifestation.
