(3 Apr 2000) English/Nat:
British Foreign Secretary Robin Cook is set to confront Zimbabwe's President Robert Mugabe over the violent political turmoil gripping the former British colony.
President Mugabe was due to lead the Zimbabwean delegation at a two-day E-U-Africa summit, getting underway in the Egyptian capital Cairo on Monday.
The Zimbabwean and UK delegations will be seated close together in the conference room.
Relations between the two countries have grown increasingly strained in recent weeks.
British Foreign Office ministers have repeatedly condemned President Mugabe's failure to order his security forces to implement judicial orders to remove squatters occupying white-owned farms.
And Britain voiced grave concerns when on Saturday brutal force was used against demonstrators protesting against the farm invasions.
President Mugabe, for his part, has accused the British of colonialism and interference.
SOUNDBITE: (English)
"Well the U-K is trying to teach us how to run our country. Naturally we resist that. We do not accept - we are not a British colony any longer. We are not the only developing country with problems. There are many countries with problems. Zimbabwe is far better that the average developing country. You come to Zimbabwe and you will see. We are not a collapsing economy. We have difficulties at the moment but certainly we have a strong asset base and we will not collapse. But when we have difficulties, you see, Britain has no right at all to try and suggest to the rest of the world that we are a failure, nor have they a right to try and suggest to us what we should do. We are not an extension of Britain, we have said. So this is the main area of difference between them and ourselves".
SUPER CAPTION: Robert Mugabe, President of Zimbabwe
Britain's shadow foreign secretary Francis Maude has renewed calls for Zimbabwe to be suspended from the Commonwealth.
But President Mugabe insists that if any country deserves to be sanctioned, it's Britain.
SOUNDBITE: (English)
"If there's any country that should now be considered for sanctions, it is Britain for interfering in the domestic affairs of Zimbabwe.
Q:Britain also wanted to raise this issue during this summit. Do you think it's appropriate?
"Well, the British have no standards, apparently, to guide them and if they do, they would be misfiring. And since I'm here I'll take care of them".
SUPER CAPTION: Robert Mugabe, President of Zimbabwe
The U-K is also concerned about threats by former guerrillas to instigate violence if the Zimbabwean government is defeated at forthcoming elections.
Those elections were originally set for April but are now likely to be held in July.
SOUNDBITE: (English)
"The elections - we have been announcing the stages we are taking. We have a delimitation commission which is working on delimiting the constituencies. As soon as they are through we will announce a date. But we can announce a date before. But next month the elections should take place".
SUPER CAPTION: Robert Mugabe, President of Zimbabwe
On Sunday, at a preparatory meeting of European Union foreign ministers in Cairo ahead of the summit, Robin Cook proposed that the E-U should offer to send officials to monitor the elections to ensure that they are "free and fair" - a suggestion likely to infuriate President Mugabe.
During those same discussions, Robin Cook proposed that the situation in Zimbabwe be added to the agenda for the next E-U General Affairs Council on April 10.

This man among black African leaders, the world and his successor is unmatched in eloquency in speaking english. The charisma dressing and professionalism on standards are amazing. His mistakes were staying in power for too long and fighting with wolrd powers that undid him. He must be respected.

@Vermonster90 You are 100pc right only that you jumped into your own conclusion @arotog tech mentioned the traits that he admire about the individual in question and nowhere does his statement say those traits equal to good leadership.Lets face it all these world leaders have image advisors because this post so requires one to be presentable, about eloquance you already cited some leaders whom history has proven bad regardless of their ability to speak ,the individual in question included -more flowery speeches and less service delivery ,attractive .policies and no implementation However the man's ideology wasnt completely wrong the Zimbabwean story has more to do with just one man, if you are keeping up with current affairs you will notice....

@Vermonster90 For you to have your opinions respected you must also respect and listen to those of others. Worse, when you use foul and degrading language, it degrades the value of your opinion and sets out your moral standards. The question and comments were not about how good Robert Mugabe was in leading his country, handling his economy and other standards. It was about his eloquency and professionalism in presenting himself on the public front nothing more. Also on another note, Africa has problems unique to Africa, the same with Asia Europe and America. But also be honest on how also the west will never leave Africa alone to rise and overtake them but always use hard and soft power cunning strategies to be the demise and impediment to Africas growth. Saying this, i am not saying African leaders are also not to blame for the decay and other problems African countries face. Strong leadership in the right way, proper professional and sound underatanding of running an economy, staying away from power politics and supporting dictatorships are their own demise . Even other european powers prop up African dictators for their interests. So, Africas demise is as a result of the Western interference in the wrong way and failure by African leaders to stay away from the power trap.

@Vermonster90 Its a shame on Africa. It is hard truth for them to swallow that Colonialism though it brought them under bondage, equaly was a good thing for them. In many respects, it civilised and modernised them. Without it, would Zimbabwe, South Africa, Nigeria to mention a few have a stock exchange, universities, banks, modern standards, schools, modern agriculture, modern infrustructure like railways and other professions? These the African has to be grateful but because of his pride he never concedes the truth. Dictators destroy their countries! Sad thing!

Every man has his flaws. No white man has ever truly endorsed black leadership. Mugabe suppressed land acquisition without compensation since 1980 and its the british that reneg on initial agreement brought suffering as a means to overthrow the government whose people had tested sugar and could not bear hardship to attain full control. The same is now happening in south Africa. These people should sail back. They saw enemity wherever they are. Applauds foreign nationals over citizens to create racial hatred. Africa will never succeed if ot does not sing with one voice. These self proclaimed Gods always will whisper their foreign language in the name of justice.
