Ekaterina Schulmann and Mark Galeotti on the Latest Evolution of the Regime in Russia

The full-scale Russian war in Ukraine has been going on for more than a year, and has irrevocably changed the political landscape in Russia. All the social contracts and established practices of relationship that once existed between the state and its citizens have come under severe strain. The future of the whole country seems murky to say the least, but the political regime of Vladimir Putin has demonstrated surprising stability despite the enormous pressure of economic sanctions, international isolation and mass emigration.
Since the regime’s ability to survive directly impacts its ability to act militarily (and vice versa), rational expertise on the internal political dynamics has rarely been so valuable. Pushkin House is hosting a conversation between two leading political scientists, Professor Ekaterina Schulmann and Professor Mark Galeotti, who exchange their views on how the Russian political regime has evolved over the last fifteen months and how various social groups are contributing and reacting to it. Which sections of the Russian political machine are most effective? Where is the strain of war felt the most, and which parts of the regime are most likely to give way? Who are the beneficiaries of the war within the power system, and in society at large? Do popular attitudes matter anymore and to which tendencies should we be paying attention?

Keep in mind that this was recorded in June, prior to Pregozhin's little rebellion. At the 12 minute mark, Mark Galeotti says "Putin could have Pregoshin arrested tomorrow." Schulmann looks at him in disbelief and says "Oh really... who is going to do the arresting? I can't imagine that ..." Score one for Ekaterina.

So informative - and a reminder of how a leader is not a people - even if they do capture a substantial portion of them, by fair or foul means. Underlined by this delightful, funny, ironic, intelligent example of Russian unquenchable spirit. I have had some difficulty holding on to my early admiration of the best any country has (a bit like the US, especially since 2016) But am heartened we are so blessed by such as Ekaterina and her like. At the end of a long life, pre WW2, I am a little more hopeful for my grandchildren, having survived many interesting, mostly improving, decades.

Outstanding, thank you for this conversation! The most important message for us Europeans was to ask us how to fight this regime and war in Ukraine and not isolate Russians because isolation escalates negative tendencies? How to lay seeds for a better future whilst eliminating these current way of workings? One of my personal attempts not to be completely consumed by depression, anxiety and anger about this current situation is that I have started to learn Russian and hope to make friends and connections with Russians. I dream that when Ukraine has won the war I will go hiking on the beautiful Ural Mountains. Another thing... people living in the Mediterranean do not understand how incredibly dangerous it is that Russian oligarchs have huge residences on those peninsulas and along the coastline. These places can be used for military purposes. Here in Finland Russian oligarchs during the past ten years have quietly bought land near strategic locations throughout the country and built structures like heliports, piers, warehouses and empty huge cabins (without anybody even visiting them), and the Finnish defense forces recognize that these places are a threat to the national security. Google Kotasaari or watch the recent documentary "Hunting the Russian Oligarchs". This is not a joke, it is dead serious. Putin's mission, as he himself has said many times, is to fight for "a multipolar world". Southern Europeans must understand that Putin has a plan for Europe and they have a role in it. It could be that Putin intentionally portrays an image that he is frail and weak, so that we Europeans fail to see how he is scheming in the background, and takes us by surprise. We Finns and the Baltic people know our neighbor well.

This is such utter nonsense. Putin doesn't have the power to in the war in Ukraine - how can he plan to do anything with Europe??? Very nice word 'Fiasco' is Italian, when everything goes the wrong way against what we projected we say it's a fiasco or has been a fiasco. Fiasco is 'the worst failure' in Italian language. Often used also for Movies when they really don't sell tickets and don't cover their costs or they are simply very bad movies. In English it can be translated as 'bust' but also the term 'fiasco' should be used :) In Russian the word is used (maybe not so often) it's meaning should be this this: it has been a fiasco = Это был полный провал. But thanks to the comments below the colloquial "потерпеть фиаско" exists :) and ... maybe I found it also in Ukranian: Зазнавати (зазнати) фіаско - зазнавати невдачі, провалу

Pushkin on the subject, on aug 2 1831: What do you raise an outcry over, national bards? Why do you threaten Russia with Anathema? What stirred you up? The throes of Lithuania? Desist: this is a strife of Slavs among themselves, An old domestic strife, already weighed by fate, An issue not to be resolved by you. Long since among themselves These tribes have been at war; More than once has bent beneath the storm Now their, now our side. Who will prevail in the unequal strife: The haughty Lech, or the trusty Ross? Will the Slavonic streams converge in the Russian sea? Will it dry up? That is the question. Leave us alone: you have not read Those bloody tablets; To you is unintelligible, you is alien This family feud; Mute to you are the Kremlin and Prague Unthinkingly you are beguiled By the valor of a desperate struggle - And you hate us . . . And for what? Reply: is it because On the ruins of blazing Moscow We did not acknowledge the insolent will Of him under whom you quaked? Because we hurled into the abyss The idol heavy-looming over kingdoms, And with our blood redeemed Europe's freedom, honour, and peace? You are menacing in words - just try to be in action! Is then the old thane, resting on his bed, Unfit to raise his bayonet of Ismail? Or is the Russian Tsar's word powerless by now? Or is it new to us to be at odds with Europe? Or has the Russian grown unused to victories? Are there too few of us? Or will, from Perm to Tauris, From frigid crags of Finland to the flaming Colchis, From the shaken Kremlin To stagnant China's walls, Flashing with steely bristle, Not rise the Russian land? That guy asking a question at 1:26:10 is so deep into absurd nationalistic conspiracy theories, that it really hurts just listening to him. If that is the young Russian generation Mrs. Schulmann was talking about, than there is little good to be expected. That guy is willing to believe anything else but the truth, because he cannot bear the real history. It hurts his patriotic feelings, his pride ... so there must be some sinister outside power behind all that. No! It was the Russian people who voted Putin into power, it was the Russian people who bought into the deal to stay quiet for a little share of welfare, while democracy was dismanteled behind their back by Putin. It was the urban Russian middle class, who got bribed to close their eyes towards imperialistic wars, state terrorism, incredible high levels of corruption, disregard to human rights, the distortion of Russian history tought in Russian schools. They all accepted that for a little bit of private welfare, state related jobs, pensions for the elderly, etc. It was not Dresdner Bank or Gerhard Schröder, it was you, your parents, your grandparents, your neighbours, your teachers, your local policemen, your journalists, your judiciary people ... who tolerated or even helped Putin create the aggressive dictatorship that he did.
