The reality is he should have gone in May because the Tory Local election loses only gave more momentum to Labour and the anti-tory sentiment. This is the worst of all possible worlds for him because he dithered and panicked because he realised things would have only got worse throughout the summer. If the Tories can't organise an umbrella on a wet day that does not bode well.

The Tories destroyed our economy and standing in the world by Brexit that costs us £100billion a year with the destruction of the majority of our small businesses.
