Maybe you already solved the problem or found another way after all this time but the trick here is to use a yellow mod that spends the 'Charged with Light'. I use Agent Ordnance and the game then triggers the charged with light perk but if you aren't, for some reason, the perk doesn't work. It doesn't matter if you pick 3-4 wells, it won't trigger unless you have a yellow mod. It must be a bug.
