Even a few packs later, like Elemental Energy or even Duelist Pack: Jaden Yuki would've expanded at least the Elemental HEROes to have enough to make something fun. Cause note: I tried to build an Elemental HERO deck back when GOAT format was just called the current meta. And I know how it didn't feel like an Elemental HERO deck.
