Not really and if that was the case they could charge a dollar, then refund that dollar back, this is how my old cloud storage provider did it when I was in college.

It's cheaper now to get verified. Apparently employees used to refuse to verify people the normal way, then privately told them that they can get them verified for like $12000.

What do you mean? Twitter never really needed to enforce the impersonation tos because that is exactly what verification is there for to begin with. And this TOS can only apply to the impersonation of accounts that aren't verified (because verified accounts are unlikely to impersonate another verified account). The blue checkmark and verification make it impossible for an unverified account to impersonate a verified account. That was the whole point. But now that anyone can get verified, they are obligated to enforce this rule more harshly, but they're just giving themselves a lot more work for no reason and will create chaos.
