Poor, ethnic minorities, particularly in urban areas, are factually statistically more likely to commit crime: They historically have less opportunities to work ( unless they have an ability to start and run their own business), are marginalised in low standard, rented accommodation, are less likely to inherit assets from parents, experience racism and suspicion, and thus may turn to crime. Hence, the one -race dominated police stop and search them more often. This stop and search bias is now influenced by police forces having to meet so many tick-box targets ie An arrest is another tick on the total and will help keep the bean counters at bay. The viscous circle is completed by these minorities having little wish to join the police. If more joined, the increased exposure to different minorities would help open the minds of the dominant race in the law enforcement agencies, as well as those of ethnic minorities. It should be a hearts and minds issue, where police forces show their human side, ask to go to religious festivals and places of worship, and invite people from minorities to similar places and occasions in return. Everyone can introduce themselves and talk as equals. If certain religions choose to reject such advances, and isolate themselves, that is their unfortunate choice. That shouldn't stop those approaches being made, and made again and again. Persistence can be an admirable quality. It causes barriers to come down.
