Dear sir. What you shown is exactly correct. But in the heater video, the wattage of the equipment was shown more than rated wattage of 1500 W, even that is not the fault of the equipment. I will tell you why. On the equipment, there's a term called "Rated Voltage" or "Rated current". i.e. say if the rated Voltage is 240 V and current is 6A, then the wattage of the equipment is around 1400 watts. The wattage of the equipment is actually derived due to the mechanism used for work done, and whatever mechanism is there, it creates resistance to the flow of current. We know that for both AC and DC current, V=I x R is the formula. The R is constant and does not change, hence for an equipment whose rated voltage is 240 volts and current is 6 amps, if the voltage goes above 240 volts, say 250 volts then current will be as follows: Rated voltage = 240 v Rated current = 6 A So resistance of the equipment to the circuit = 40 ohms This 40 ohms is not going to change under any circumstances, hence when V = 250 v, then I will be = 250÷40 = 6.25 ohms. Now this extra current and voltage between the equipment will cause increase in the wattage consumption of the equipment. Many people dont know about this, they feel that particular equipment should consume its said wattage at all cases, but that is not true at all. The wattage is based on the assumption that the input is within the range of the considerd assumed value. This is the reason why, when the voltage is dim, your ceiling fan's speed in your room gets slow. When the voltage is high, the fan will run at faster speed comparatively to its regular speed. Same can be related to incandescent bulbs that we used to have some 25 30 years back. We all know that this happens. Say 100 watts incandescent bulb gives 1500 lumens, but when the voltage from grid is lowered, the lumes gets reduced, this implies that the bulb is no longer running at 100watts. If it still has to run at 100 watts then the lumens will not change, even if theres drop in voltage. But thats not the case. And even for the inverter AC, the voltage drop causes the wattage drop. The fan speed of my inverter AC gets reduced when voltage is low and gets increased when Voltage is high. The operating voltage range of inverter AC of 150-300 volts does not imply that the wattage at 150 volts will be same as the wattage at 300 volt. The range implies only that the equipment can run safely without damage, even in this huge range of voltage drop. Whenever there is low voltage in the home the equipment does not and cannot draw extra current from the wires in the home.

My home is near to the industrial area, during winter season the ideal voltage at my home is between 245 to 250 volts which is more than 240 volts (standard voltage), so even if we use our daily equipments but due to high voltage, more watts is consumed. I stay in Maharashtra, and electricity is supplied from MSEDCL, and this is a trick (scam) that is used by them to increase the revenue during winter seasons as we dont use AC and sometimes even ceiling fan. But people don't have knowledge about the scam these MSDCL guys do. As people don't use AC, the bill is low and they feel that electricity is saved, but little they know that the LED and CFLs in their homes are using more wattage than it should be. Official complain can be done only if there is a mass protest but due to limited knowledge of people this is not going to happen.
