As a foreigner I only recommend you to stay in Paharganj if you like to shop in Bhabhi market and drink Kingfeemer beer. However if you like to drink Indri Trini Single Malt and shop in FabIndia then I recommend you to stay in Hauz Khas.

Use VPN before booking hotel rooms. That hotel room should not be more than 2000 rupees. Definitely not worth paying 4400.
