Hi Ronnie!!!! Firstly I wanna say that I love you lessons. I'm Brazilian and the translation to Portuguese of the expression is "mão de vaca", literally cow-hand as you said. It's a reference similar to "tight", the reason is: the cow can't open its hand as these people who hold their money tightly and never spend it.

In Brazil, we say, MÃO de VACA, not PATA de VACA, cuz Hand is Mão, Human Hand, and Pata is the Animal hand, or PAW. Mão de Vaca, yes is refer ppl who don't like to spend their money with unnecessaries stuffs.

Wonderful! Learning English and geting to know the culture in the same time) it's fantastic! In Russia we call penny pincher :"экономный" (economniy). And stingy is "скупердяй" (skuperdiay) or more formal -скупой (scupoi). In Russia we don't have halfprice meat sections TT only sales sometimes. I like going to the mall. I take a picture of the thing I liked on my phone, as soon as I've done it I forgeting about my desire to buy it). it helps a lot.
