You don't really need the security papers. There are routes you can take to get Spy a uniform and bypass the front gate entirely.

@limon howikor Have you cleared all the objectives? You're supposed to blow up one or two of the warehouses and disable all the water mines.

1. Select the thief. 2. Go to the inventory of Whiskey (the dog). 3. Move the security papers from the thief to Whiskey. 4. Open the door of the room where the thief is hiding (no need to walk out). 5. Select the spy. 6. Make sure the spy is on the beach or somewhere near the front gate (i.e., reachable by the dog). 7. Use the whistle (default key 'H') to call Whiskey. Within 10 seconds or so the dog should be near you. 8. Go to the inventory of Whiskey. 9. Move the security papers from Whiskey to the spy.

@@limcritiques If they ever get discovered, then if they have no clothes they run out of the level never to come back. If you leave them with their clothes, they will be woken up by other enemies. Worse, if you leave their weapon you will have an angry soldier with a weapon and you will have to knock him out again.
