You can also farm that armor set in Brittle Bush, west side just below a natural bridge and you have double the chance since there are 2 gold chests right by each other plus there is no shroud to deal with and no enemies.

@BIGBEESY They are on the roof of 2 buildings just as you enter from the West. I put a flame up on the land bridge and dive straight down to the 1st chest. Drop Level 23 gear. Easiest lvl 23 farm there is.

There is chest in north east part of map near the flame sanctum wall. And you would be able to put flame altar near it.
