They should be able to pull up the judgments in background checks, except that legal pushes for judgments to be written as to All Occpants and removes the names of the named defendants, and many judges prefer that, so it doesn't affect the tenant's ability to get a rental. Then the next landlord runs a background check and doesn't have the knowledge to search the court records directly, and rents to someone who's been evicted five times for never paying rent.

They do here in New York City it actually goes on your credit report and most places will do a check and it pops up with landlord and tenant court

I was given 90 days notice that my lease would not be renewed. She didn't like the fact that I didn't mow the lawn literally every damn week. She drove past the house 3-4 times a week. Funny thing is, I paid my rent 1-2 weeks early, every month, for a year, to ensure I was never late. The string of low quality people who have flowed through that house this past year is hilarious. Property manager was telling me she has to keep doing forced evictions because no one ever pays their rent. I just borrowed a ton of money and bought my own place.

You get recertified yearly which requires documentation mainly of income and who's residing in the home. Probably because HUD is quick to completely cut you off if you start working at all. My husband got HUD after coming back from Iraq and being homeless for a year. He got a part-time job, making maybe $300/month. They took his entire voucher away. He went from paying $40/month in rent to being responsible for the full $650/month.

I did this process until the apartment complex finally sealed up the holes and cracks where the mice were entering. It took 6 months to finally get those holes sealed. I didn't skip rent. I didn't ask for traps. I got my own traps. Mice are a problem but they are a manageable problem. And my rent wasn't cheap - it was $1500/month and no utilities included. She was paying $500/month. You get what you pay for.
