Japan has a better power level categorization. There are only 4 Tiers. Tier 4 is your Jank/Precon, Tier 3 is what we call casual (what we call power level 5-8 in NA), Tier 2 is non-meta cEDH/no budget limit with Crypts and Cradles being played, then Tier 1 is your meta-EDH . That means it eliminates feels bad in Tier 4 and Tier 3 because it minimizes the subjectivity of power level. Also, banlists shouldn't even be a thing anymore because of power creep.

Rhystic Study is a weak take. In casual, everybody has left over mana to pay taxes, and unless they are storming off or cascading, most players only cast 1 or 2 spells per turn. Not paying the tax is a skill issue. Let's say RS player brings out RS on Turn 2/3, if the 3 other players just plays a land, then RS didn't do anything other than skip a turn cycle, and now, everybody has that extra land to pay for taxes. Rhystic Study is a ramp and skill check and it should be fine in casual. Now, there's a card in White that is a more broken draw engine in Casual, and that is Trouble in Pairs.

@@HeadGamesMTG Players should read it as "spells your opponents play cost 1 more to cast" . If you read it as that, it just becomes a weak stax piece. I used to play Rhystic Study a lot, but my playgroup learned to pay the 1 and now I am lucky if I draw a card off of it in a turn cycle. If I just want a better card draw engine, I can just Psychic Possession a Green/Blue player.

In a lot of casual games I’ve played people have mana and just don’t pay because they say they might need their mana

Yeah, it takes some level of experience before new players start learning some skill checks. "Life is a resource", "Playing at instant speed", "Stack and Priority", "Steps/Phases", "Threat Assessment", "Tempo", etc . Resource Denial and Playing/Not Playing on Curve, which includes paying the 1, is one of them. If Rhystic Study gets played on turn 2, I just tell the table that our curve just shifts to the right and I'll pay the 1 until somebody doesn't.

So I dont have a play group I play with my co host and random people on spelltable so I hit a wide range of skill level players so I have seen it only be a stacks peace but slowing your opponents is still really good. How many times in a game of Magic have you said if I only had 1 more mana

Lots of brain dead takes here… Scute Swarm? Really? Lmao Talks about how ancient tomb is “too strong” yet no mention of Gaes Cradle or Mishras Workshop. Razaketh, Jhoira, Time warp, authority of the consuls… these are hardly as bad as so many more cards. The fast mana, I can agree with but most of these cards you’ve listed are hardly a problem and can be answered easily.
