The initial response to an active shooter event typically involves a blend of patrol officers present at the scene. If the situation stabilizes and the threat diminishes, a contact team member may need to take the role of negotiator. With the ability to recognize the type of event and the importance of intelligence, negotiations can start and the possibility for a successful outcome increases.
