This run has potential to be beaten (better routes, slightly improved ethiron rng, better movement etc) but probably wont be

how do you do that thing with cap artist and heavenly wind?

It's called a wavedash, you heavenly wind and then proceed to cap artist just before it ends. It takes time to get used to and is slightly harder to perform outside of layer 2 due to a patch, but you can still perform it with decent odds outside of layer 2 using some practice
