Surrounded by a necklace of crises from Ukraine via the Middle East to the Maghreb, Europe has been signalling that it must play a more active role on the global stage, but it has sat passively as China and the US direct the course of events. As we approach the US presidential election, does Europe have the strength, ability and will to assert itself against an unpredictable mixture of populism, war, technological advance and economic uncertainty?
