I've personally got Kuzan and Rayleigh tied with Kuzan edging it, I also think Kuzan is stronger than Blackbeard. BB was shook Kuzan was going to fight him and his crew, he also ran from Sakazuki who gets wanked to no end by Oda.

Honestly i don't really like Rayleigh and Shiryu scalling since we barely have anything on them. Shiryu's the second strongest of the BB pirate yet gets nearly flored by a hakiless punch from Garp, Rayleigh implies that in his prime he's above Teach and Borsalino yet not only does Kizaru blatantly press Luffy *as a yonko* but Rayleigh's also implied to be on Scabban's level who's ≈Oden who's best scalling is to a younger Kaido who's way weaker than one on Onigashima who characters such as Law and Zoro blatantly have scalling to (not even mentioning King blatantly having better durability than this same Kaido). Sooo imo they're too much of a mess to scale
