oda forshadowing sabo too far before he revealed him. i remember when i read the manga. there is a flashback where they drink sake. and there are 3 cups of sake in manga, but in anime there r only 2.

That is because the animators didn't notice the 3rd cup in the far right. They also don't know what Oda is thinking and just draw whatever in his manga.

Now that I think about it, I think the Navy made Chopper's bounty like that on purpose. I guess they foresaw that giving him a huge amount will be quite problematic. A lot of bounty hunters will surely turn up to Navy HQ with some random racoon-dog in a bag claiming they caught Chopper and whatnot. 🦝-🐕
