Modi is popular because he's brought noticeable changes. Compared to the previous Congress era marred by corruption and incompetence, people see improvement under Modi. BJP Govt is not perfect, and has areas to improve, like education and employment. But the point is, while Mod Govti has flaws, it's still a hell lot of better than the previous Congress government in every way poissible.
