I mean Zatanna by basic is only limited by her ability to say things backwards, Dr. Fate is a multiversal being by DEFAULT, but not just that managed to separate objects that has contained god itself. Spectre the actual anger of god are just some of them

Zatanna on the other hand has defeated several multiversal beings, broke the fourth wall, altered and destroyed realities and thats even beyond the fact that both of them doesnt even come close to their limits because of laws.@@ComicToonVerse

He can cause the creation of a universe, that's previously DC addition universe. But he cannot create or rebirth a destroyed universe. The whole of DC i will say those scaling from " the hand " upwards has that ability and intellect to create a universe.
