Arnold Büscher was born on the 16th of December 1899, in Bad Oeynhausen, then part of the German Empire.After finishing primary school, Büscher started an apprenticeship as a salesman in Hamburg in 1915. He served in the army from 1917 to 1919 and later worked for an insurance company. In 1926, Büscher got married and had four children. During the 1920s, he was involved in petty crimes, including theft, receiving stolen goods, fraud, and forgery, and spent some time in prison for these offenses. Büscher joined the Nazi Party in 1931 and became a member of the SS the same year.
On 30 January 1933, Adolf Hitler was appointed Chancellor of Germany by President Paul von Hindenburg.
