I don’t know why I never climbed those stairs, I think they were more overgrown in 2002? Or maybe at the time they were on someone’s property? I can’t remember …

Yes, they were most likely overgrown. Kosrae has been doing a good job in maintaining cleanliness and presentability these last couple of years just like I mentioned about the Lelu Ruins. Also yes it's someone's property but as long as you're polite enough to ask permission all should be good.

Nope, free for all. Just ask permission if anybody is at the waterfall entrance
